Peter addresses believers who are enduring real suffering. His assurance is not that hardship will be avoided, but that it is temporary. After suffering “a little while,” God Himself restores what has been shaken and strengthens those who remain faithful.
The emphasis is stability and restoration after enduring hardship and earthly struggles. God is the one who establishes His people when the period of suffering has passed.
